Police.
Cathay Pacific Dakota has cancelled proposed trip to England. I consider expense of special charter from the U.K. or Hong Kong would not be justified,
2. Arrangements can be made locally to send chartered plane to Calcutta. Please explore possibility of flying as many officers as possible to Calcutta. Presumably more esats would be available on main trunk route than on Hong Kong Dragon Service. Officers could also be flown up from Singapore but Calcutta is preferable owing to better accommodation situation and lower cost. Further alternative would be by sea to Singapore and then on by air. Possibility of shipping direct or to Singapore by naval vessel or Foreign Shipping Line might also be explored.
3. I am not in favour of compelling police officers to travel as deck passengers on the RANCHI unless they volunteer to do so, but at least half the available cabin accommodation should be allocated to the Police.

(1) Police force already extended to the limit owing to unsettled conditions, and urgently needing relief.
